Cardiff Council will be embracing latest technology advancements after procuring CMs innovative care management solution, which will support its care delivery planning and improve the efficiencies of their Community Resource (Homecare) service across the city’s two localities.
Following a competitive tender process, the council chose HAS Technology’s CM solution, already used by six local authorities in Wales and over 100 throughout the UK.
The CM electronic call monitoring and scheduling solution will support outcome-focused care provision for its many citizens with reablement potential across Cardiff. The four-year contract with HAS Technology will be implemented over the coming months.
Once a referral is received for homecare, frontline care workers will have easy access to their visit schedules in real-time. This will provide them with the detail and information to deliver an effective support plan. The technology will identify required areas of training and will provide the service with a robust performance management tool.
The Council will be able to proactively deliver continuity of care across the city.
Cabinet Member for Social Care, Health and Wellbeing, Cllr Susan Elsmore, said: “We are looking forward to implementing this new technology which will enhance our service delivery model, supporting us to meet residents’ care needs now and in the future. The CM solution is already successfully used by Councils across Wales and seeing evidence of this gave us confidence about its suitability for us. The opportunity to link with them to share best practice will be invaluable.”
While competitive tender processes can often be associated with lengthy procurement, Cardiff has successfully obtained a budget, written a detailed business case, achieved sign off from their Directorate, scoped the market, gone out to tender and galvanised various internal stakeholders, such as IT and Legal and awarded in three months. It is entirely possible to go through the process at a faster pace.
Cllr Elsmore added: “Quick doesn’t have to mean rushed so long as you have the right support around you. There is never a quiet time to research, tender and procure within a Local Authority so meticulous planning and the ability to pre-empt what stakeholders will need is crucial.
“Knowing so many Welsh Local Authorities use the CM solution, it not only provides reassurance in the ability of the system to provide a stable and reliable platform to enabling reablement and care, but it also automatically creates an ability to link with them to share best practice now and into the future. This not only creates a community of likeminded organisations who provide a statutory service to their communities but really embeds the RISCA principle of developing a consistent and coherent all Wales approach.”
Maria Booth, HAS Technology’s Manager for Wales said: “We are excited to be providing Cardiff Council with our market-leading technology. The CM solution will empower the Council to ensure efficient, quality, person-focused care is being delivered at the same time as producing high level strategic reporting on the service, which has previously been extremely difficult to obtain. We are looking forward to working in partnership to ensure the significant benefits required by the technology will be achieved quickly and efficiently.”
The CM technology has a rich heritage in helping Councils improve efficiency and ensure quality care delivery. With the social care industry at a continued tipping point, technology is providing the ability to gather point of care delivery information, monitor the achievement of outcomes and ensure the right care is delivered at the right time.
